Hill College to host Distinguished Service Awards luncheon March 23

Since its beginning in 1923, Hill College has succeeded primarily because of the commitment and generosity of its faculty and staff, alumni and community supporters. Hill College’s current standing as a college has been created and maintained through their dedication and hard work. This year, College leadership made the decision to create the Distinguished Service Awards specifically to recognize, celebrate and honor these individuals. Hill College will recognize four individuals for their distinguished service by presenting an award in each of the following categories: former faculty member, former staff member, community supporter and alumni.

We are pleased to announce that the first Hill College Distinguished Service Awards will be presented at a luncheon at noon on Friday, March 23, in the South Room of the Vara Martin Daniel Performing Arts Center on the Hillsboro Campus of Hill College. Awards will be presented to Angie Vail, former faculty member and Louis Allen, former staff member. Long-time community supporter and alumnus, Margaret Frazier, and the Honorable Bob Bullock, former Lieutenant Governor of Texas and Hill College alumnae will be recognized posthumously. 

Vail was a business instructor at Hill College, and taught classes such as business law, real estate principles, property management, business mathematics and many more. She served as the director of the business and management division from the late 70s to the mid-80s, then served as the division chair until her retirement in 1987.

Allen began his career at Hill College, as the director of admissions and registrar, became the director of student services, and then the director of student development. In 1992, Allen transitioned into the role of vice president of student development, and then became the vice president of the Johnson County Campus and the Clifton Center. After 40 years of service to Hill College, Allen retired in 2007.

Frazier was an alumna of Hill College, graduating in 1928. She was an honor student and very active in student life. She served as the president of the Junior Sesame Club, the literary editor of the 1928 Guiador literary magazine, was a member of the tennis club, a Yell Leader, member of the Cotton Stocking Club and was in the orchestra. It is noted in the 1928 yearbook that she was “a student of athletics with a mischievous twinkle in her eye.” She was a long-time supporter of Hill College and she is responsible for the second largest gift in the history of Hill College Foundation. Her gift was used to renovate the Bailey Dorm and most recently the Library at the Hill County Campus. She was the daughter of A.M. Frazier, who was a founding board member of Hill College, who served as a trustee from 1923-27. The A.M. Frazier women’s residence hall was named after her father in 1992. 

Bob Bullock was born in Hillsboro in 1929, graduated from Hillsboro High School, and attended Hill College on a football scholarship. Once Bullock graduated from Hill College, he joined the U.S. Air Force during the Korean War and served from 1951 to 1954. After his military service, he earned a bachelor’s degree from Texas Tech University and a law degree from Baylor University. Bullock entered politics in 1956, and was elected to the Texas House of Representatives. He subsequently served as Assistant Attorney General, a member of the staff of Governor Preston Smith, Texas Secretary of State, and Comptroller of Public Accounts. In his last position as the chief tax collector for the state, Bullock transformed the office of the comptroller by modernizing its management of state finances and revenue collection. Bullock then served two terms as Texas 38th Lieutenant Governor from 1991 to 1999 before retiring from public office. Texas Governor George W. Bush said, "Bob Bullock was the largest Texan of our time, as great and grand as the state he loved."
