Hill College Board of Regents holds January monthly meeting

On January 20, 2026, the Hill College Board of Regents met for the monthly regular session meeting.
Hill College President Dr. Thomas Mills presented a consideration of approval for the Consent Agenda Items, including the minutes from the December meeting, the certified minutes of the December Executive Session, and a consideration of approval for directional signage lease agreement for the Texas Heritage Museum. All items were approved.
An overview of the 2025 financial audit was presented by Dane Legg, the audit advisor for the college, who provided the board with a review of the audit.
Vice President of Administrative Services Melissa Boyle presented the financial report. Both the audit and the financial report were approved.
The board then broke for executive session pursuant to Section 551.071 to consult with an attorney regarding planning and funding for the Texas Heritage Museum.
The board returned to regular session during which Mr. Lloyd made a motion to approve the funds for museum planning in an amount not to exceed $50,000. The motion was approved.
Dr. Mills presented his report to the board, including a program spotlight on the Youth Services Program, which is part of the Job Training & Workforce Partnership (JTWP) Program.
Youth Services Program Coordinator Jocelyn Williams gave an overview of the upcoming annual GIRLS STEM Day, which will be held on March 27, 2026, at the Hill County Campus (HCC). In addition to the STEM Pathway faculty, outside partners for the event include the Hillsboro City Library, representatives from the Texas Through Time Fossil Museum, the Prairieland Groundwater Water Conservation group, Texas A&M University’s AgriLife Extension, the Baylor Center for Reservoir and Aquatic System Research group, and the U.S. Naval Academy STEM Center for Education and Outreach.
Williams also gave an update on other planned Youth Services Programs for the academic year, including the YES! Expo, which will be held in April at the BASE at Extraco Center in Waco, Texas, and the annual Kids College held in June at both the Johnson and Hill County Campuses. She also highlighted several events scheduled for the fall that are geared toward grade and secondary school students.
Dr. Mills continued the president’s report with a review of campus activity and recent events, including the Faculty/Staff Christmas Party and All Staff Day. At All Staff Day, Beacon of Excellence awards were given, including a special honor for Ray Roberts, instructor of environmental sciences, who was honored for his 35 years of service at the college.
An update on enrollment was also presented; enrollment numbers continue to trend up from last year.
Athletic Director & Dean of Students Randy Graves presented the athletics report, including an update on women’s and men’s basketball, opening dates for baseball and softball, and updates on rodeo and track. Volleyball and men’s and women’s soccer are in off-season but are actively recruiting. Student athlete awards are coming up in March.
Executive Director of Human Resources Tamy Rogers gave an update on personnel considerations. The motion was approved.
Dr. Mills provided updates on the proposal for a wrestling program and suggested tabling the discussion until the college received more details about costs and feasibility. The motion was approved.
Dr. Mills raised the question of canceling or rescheduling the monthly March meeting due to Spring Break and potential scheduling conflicts. It was agreed by motion that the meeting would be canceled.
Dr. Mills and Vice President Boyle presented a final review of the Capital Master Plan for the Hill County Campus (HCC). Both the Johnson County Campus (JCC) and the Cleburne Technical Center (CTC) master plans are still under review. The plan for HCC was approved.
Finally, Dr. Mills present a consideration of approval for a Board of Regents election, should one be needed. There are potentially three seats coming up for election; the election would be held in May of this year.

The Hill College Board of Regents meets the third Tuesday of every month.
