The Hill College Board of Regents regular meeting was held Tuesday, Aug. 20, 2019 in the Hill College Bob Bullock Room in the Cafeteria in Hillsboro. The public hearing was called to order by Regent President David Teel at 6:55 p.m. 

With no public in attendance and no questions from the floor, Regent Dr. Allan Lane motioned to adjourn the hearing and move into the regular meeting. The motion was seconded by Regent Dr. William Auvenshine. 

The June 2019 regular and executive meeting minutes were reviewed. Regent Rick Sullins motioned, and Regent Secretary Karen Brackin seconded the motion to approve the minutes. The minutes were unanimously approved. 

Vice President of Administrative Services Billy Don Curbo presented the June and July 2019 financial reports. Sullins moved to approve the report, and Lane seconded the motion. The financial report was approved as presented. 

Hill College President Dr. Pam Boehm presented the President’s Report. The College recently hosted their Pathway Coach Ed Bowling to the Hill County Campus. Hill College was selected to participate in Cadre 2.2 after completing three years in 2.0. The second annual Kids Kollege was held in July with 125 students at the Hill County Campus for area first through eighth graders. The Police Academy recently held a graduation ceremony for the first class of cadets. Late registration is currently underway for the fall semester, classes begin Aug. 26 for the first 8-week classes and the 16-week semester. First 8-week and 16-week class enrollment are both at 80 percent of meeting the three percent increase goal. Boehm gave a legislative update regarding SB25 and Title XI changes. Texas Tech has 40 students enrolled for the fall semester at the Johnson County Campus in Cleburne, which is the fastest growing regional site they have. A Dual Credit Best Practices meeting was recently held for area high school superintendents, principals and counselors, as well as Hill College adjunct faculty. The Go Hillsboro Committee Industrial Alliance group held a breakfast in August. Through the work of this committee, Hill College will begin offering Industrial Maintenance classes this fall; two credit classes for College students and dual credit high school students, short-term training courses for those employed in the industry, as well as Continuing Education Offerings. 

Athletic Director and Head Rodeo Coach Paul Brown presented the Athletic Report. Men’s and women’s soccer and volleyball have begun scrimmages. The preseason rankings are out and volleyball is ranked 12th in the nation and women’s soccer is ranked 19th in the nation. Baseball fall scrimmages will begin soon. The College rodeo season begins the end of September.  

Under new business, Curbo presented for consideration of approval the dining services agreement for a five-year contract extension with Great Western Dining. Auvenshine motioned, Lane seconded the motion, and the motion carried. 

Curbo presented Texas Association of School Boards (TASB) insurance for consideration of approval, for a cost of $258,978 plus a new addition option data security coverage for an additional $14,528. Auvenshine motioned to approve, Sullins seconded and the motion was approved. Curbo presented for consideration the College Depository contract extension of one year with the Citizens State Bank of Itasca. Regent Jennifer Nowlin motioned, Lane seconded the motion, and the motion carried. 

Curbo presented for consideration copier paper bids with FasClampitt for a total cost of $20,611.60. Lane motioned, Auvenshine seconded the motion, and the motion carried. 

Curbo presented for consideration the 2019 new property tax rate of 0.91935/$100. Regent Charles Bryant motioned to approve, Lane seconded the motion, and the motion carried. 

Curbo presented for consideration the proposed 2019-2020 operating budget for approval. Sullins motioned, Lane seconded, and motion was carried. 

Curbo presented for consideration property bids for delinquent tax foreclosures of nine properties in Cleburne for a total gain of $229.97 to the district. Bryant motioned, Auvenshine seconded the motion, and the motion carried. 

VP Trenkle proposed the 2019-2020 Student Handbook for approval. Sullins motioned, Nowlin seconded the motion, and the motion carried. 

Trenkle presented for consideration the proposed video monitoring policy. Nowlin motioned, Sullins seconded the motion, and the motion carried. 

Jamie Jaska, director of human resources, presented for consideration Policy Update # 36. Regent Vice President Bill Galiga motioned to approve, Auvenshine seconded the motion, and the motion carried. 

At 7:58 p.m. Nowlin motioned to adjourn to executive session, Brackin second the motion. 

Galiga motioned, Nowlin seconded the motion, and the regular meeting resumed at 8:31 p.m. 

Under personnel considerations, Boehm presented for approval one administrative position, two staff, four faculty replacement appointments, and one new staff position. As well as, one retirement, six voluntary resignations, one retirement, and one termination. Nowlin made a motion to accept, Auvenshine seconded, and the motion passed. 

Auvenshine motioned, and Lane seconded the motion to approve the president’s evaluation and one-year contract extension to include a three percent raise and a replacement car.
